Route an Application or Proposal for Review

Deadline Policy: For applications with a sponsor-imposed due date, complete and final applications are due to ORA at least 3 business days prior to the sponsor due date. ORA cannot guarantee a thorough review of any applications submitted less than 3 business days prior to the sponsor’s due date.

New Grant Proposal

All grant proposals must be routed through Fibi whether or not they require an institutional signature prior to submitting to the sponsor.  The Fibi Anticipated Award Type must be Grant or Subgrant as appropriate, and the Activity Type must be Organized Research, Instruction, or Other Sponsored Activity  (as appropriate). Proposals must be submitted to ORA at least three business (3) days prior to any deadline to guarantee timely submission and a thorough review.  Please notify the ORA Grants Associate assigned to your department that the proposal is coming so that we can appropriately prioritize our review queues.

  • Please provide the following:
    • A copy of the RFP/RFA, solicitation, or program announcement
    • Detailed budget
    • Scope of Work
    • A copy of the full proposal
    • Proposal signature page, if applicable (or Letter of Intent/Subrecipient Form if JHU will be a subawardee)
    • A copy of the email request for documents if JHU will be a subawardee
    • Documentation of a sponsor’s indirect cost cap if lower than JHU’s F&A rate, if applicable
    • Signed consultant letter, if applicable, that includes a description of the work, number of hours anticipated, and hourly rate

Subaward Proposals from Another Institution

Proposals for subawards/subcontracts to be issued to JHU from outside entities must be submitted through Fibi at the time that the proposal is submitted to the Sponsor. Submission requirements are generally the same as those for a new grant or contract.  If the Prime Award (or Sponsor’s award) is a grant, the Anticipated Award Type should be Subgrant.  If the Prime Award (or Sponsor’s award) is a contract, the Anticipated Award Type should be Subcontract. Please be sure to include a JHU-specific Scope of Work (SOW) outlining the work that will be done at JHU.

SBIR/STTR Proposal

SBIR/STTR awards are normally issued to commercial entities with a subaward to an academic/non-commercial collaborator. Proposals for SBIR/STTR subawards/subcontracts to be issued to JHU from outside entities must be submitted through Fibi at the time that the proposal is submitted to the Sponsor. Submission requirements are generally the same as those for a new grant or contract. Please be sure to include a JHU-specific Scope of Work (SOW) outlining the work that will be done at JHU. Any financial conflicts of interest in the small business/commercial entity must be identified at the proposal stage.

If the Prime Award (or Sponsor’s award) is a grant, the Anticipated Award Type should be Subgrant.  If the Prime Award (or Sponsor’s award) is a contract, the Anticipated Award Type should be Subcontract.  Please read the solicitation carefully to identify what type of award will be issued to avoid review delays. While SBIR/STTR proposals are reviewed and submitted by the ORA Grants team, resulting subawards/subcontracts are negotiated and signed by the ORA Commercial Contracts team. Contract Proposal

All contract proposals must be routed through Fibi and normally require an institutional signature prior to submitting to the sponsor. Fibi Anticipated Award Type must be Contract or Subcontract, as appropriate.

Please include any RFP/RFA or solicitation and proposed scope of work/budget so ORA can review and highlight any potential issues. Please submit the proposal at least 3 business days prior to any deadline to allow for a proper review. Also, please notify the ORA Contracts Negotiator and Specialist assigned to your department that the proposal is coming so that we can plan accordingly.
